The imposition of U.S. tariffs on Canadian exports, along with Canada’s counter-tariffs on imported American goods, will have significant repercussions on Québec’s rubber industry. La Vallée des Élastomères and the CSMO Rubber are closely monitoring the situation and intend to deploy various initiatives to anticipate, assess, and attempt to minimize the economic impacts within our capacity.

  • The processing time is approximately 120 days.
  • The delay may be shorter if samples or laboratory tests are not required.

  • The request must be submitted through the eRuling portal.
  • The processing time is approximately 30 days.
  • The delay may extend up to 90 days if samples or laboratory tests are required.

How to declare your exports?

Canadian Export Reporting System (CERS)
CERS is a free online self-service portal that allows exporters to electronically submit export declarations to the CBSA.

To register for the CERS portal

  • You must have a Business Number (BN)
  • Open an export (RM) account

CUSMA/USMCA – Specific Rules of Origin

1,500 specific rules of origin based on the Harmonized System (HS)


65% of the rules require:

  • a change in chapter
  • a change in heading
  • a change in subheading

35% of the rules require a Regional Value Content (RVC):

  • 50% or 60% North American content, depending on the calculation method used.
